OpenAI has proposed the establishment of a dedicated international youth safety institute to ensure young people can access AI tools safely and in ways that support healthy development. The initiative comes as global leaders prepare to address youth AI safety at the G7 Leaders’ Summit in Évian, France, later this month. OpenAI emphasized that companies, including itself, have a responsibility to build AI products with appropriate safeguards by default, while empowering families with tools to guide AI use. The institute would provide continuity beyond a single summit, helping governments, researchers, and industry stakeholders collaborate on shared standards and evidence-based guidance. OpenAI said it would work with the French government and other G7 nations to advance global youth safety standards.

The proposed institute could take shape through a new international body or by expanding existing national AI institutes with a global mandate. OpenAI highlighted the need for sustained attention, trusted evidence, and practical guidance to keep pace with AI advancements. It cited examples like Estonia’s national ChatGPT rollout in schools, where OpenAI is collaborating with Stanford and Estonian researchers to study impact and inform safer use. The initiative would also build on existing efforts such as Common Sense Media’s Youth AI Safety Institute, supported by the OpenAI Foundation, and partnerships with educators like the American Federation of Teachers.

OpenAI outlined key principles for youth safety frameworks, including requiring companies to identify minors and apply age-appropriate protections. It called for annual youth safety risk assessments, accessible parental controls, and clear safety policies. The company also emphasized the need for strong accountability mechanisms, such as independent audits and legislative oversight, to ensure effective implementation of youth safety safeguards. OpenAI noted that these principles are already reflected in how it builds and operates ChatGPT, with enhanced protections for users under 18 and proactive parental controls.
