This amount represents roughly 88% of the total $113,740 spent on AI tools by House offices, committees, and institutional accounts. OpenAI’s ChatGPT emerged as the most widely used AI tool among congressional staff, with Democratic offices accounting for $54,165 in AI purchases, three times the $15,782 spent by Republican offices. The data excludes any AI adoption through free accounts or AI integrated into broader software contracts. Congressional staff are utilizing ChatGPT and other AI tools to write memos, summarize and analyze legislation, respond to constituents, prepare hearing materials, sort through policy research, and even draft social media posts.
Anthropic’s Claude came in second, with $13,160 in spending across 37 transactions. The report highlights the growing role of AI in legislative processes, with staff leveraging tools like ChatGPT to enhance productivity and efficiency. The insights reflect the scale of AI adoption within the U.S. Congress, underscoring the tool’s utility in handling complex tasks. The findings also suggest a preference for paid AI services over free or bundled options, indicating a shift toward more direct investment in AI technologies.
