OpenAI released Daybreak for Frontline Defenders on September 3, 2026, saying it will help protect essential services through AI cyber capabilities. It is the company's first major cybersecurity initiative since its earlier efforts in 2024.
OpenAI reported a $1 billion global commitment to expand subsidized access to Daybreak cyber models and products, measured on its cybersecurity capabilities. That compares with earlier investments in infrastructure defense.
Daybreak for Frontline Defenders is built on OpenAI's advanced cyber models and targets the protection of essential services such as water, electricity, and local government systems. Availability begins in 2026, initially for U.S. defenders and partner countries.
"Every day, we depend on cyber defenders to protect the systems that keep communities running," said OpenAI. "Many operate with limited staff and budgets, while defending complex and aging systems."
The announcement follows recent attacks on U.S. water systems, which prompted OpenAI to offer affected states up to $1 million in no-cost API credits. OpenAI said the initiative aims to close security gaps before attackers exploit them.
OpenAI did not say when the program will expand beyond the U.S., and it raised the question of how to ensure long-term sustainability. The company said it will continue to work with partners to improve the initiative.
